SCHEDULE 1
BY-LAW OF DIVISION COMMITTEES


1. NAME
The Committee shall be known as Division Committee
2. ADDRESS
The address of the Committee shall be at such place as approved by the Executive Committee.
3. OBJECTS
The objects of the Committee shall be to carry out the objects of the Club at Divisional level.
4. MEMBERSHIP
(a)

Each Division Committee shall consists of the following members:-

A Chairman
A Secretary
A Treasurer
3 Committee Members

(b)
The Divisional Irrigation and Drainage Engineer shall be the Chairman of the Division Committee.
(c)
The Secretary and Treasurer for the Division Committee shall be appointed by the Chairman.
(d)
Names for the Committee Members shall be proposed and seconded and biennial election shall be a simple majority vote of the members at the annual divisional meeting. All the Committee Members shall be eligible for re-election. Election will be by secret ballots.
(e)
The Committee may co-op any another members to assist the Committee.
5. MEETING
(a)
The Committee shall meeting as often as necessary.
(b)
The Secretary shall give at least seven (7) days notice in writing of any meeting to every members, provided that this By-Law may be waived by the Chairman in case of urgency.
6. VOTING

Voting shall be by show of hands of members present at the meeting. The Chairman shall have a casting vote.

7. QUORUM

The majority of the members of the Committee present shall form a quorum at any meeting.

8. MINUTES OF MEETING

The Secretary shall keep proper record of the proceedings of the meeting and shall transmit two copies of the Minutes of each meeting to the Executive Committee.

9. FINANCIAL PROVISIONS
(a)
The Executive Committee shall make arrangement for the setting up of a bank account in the respective Divisions in the name of the club. All transactions on the divisional accounts shall be signed jointly by the Chairman and the Treasurer or the Secretary in the absence of one of them, of the respective Division Committee, who shall first be authorised by the Executive Committee to sign on behalf of the club.
(b)
The Divisional Treasurer may hold a petty cash advance not exceeding one hundred ringgit at any one time. All money in excess of this sum shall, within seven days of receipt, be deposited in the club's divisional account.
(c)
No expenditure exceeding one hundred ringgit at any one time shall be incurred without the prior sanction of the Division Committee. Rule 15 (5) of the Constitution applies to all expenditures in excess of five hundred ringgit at any one time.
(d)
The Division Committee shall submit a report including a statement of income and expenditure and a balance sheet for the year to the Treasurer of the Executive Committee to be received within two weeks after the closing of each financial year.
10. AMENDMENT OF BY-LAWS

All alteration, deletion or addition to these By-Laws shall be made in accordance with Rule 18 of the Constitution.
